About the company

At APV, we are a mission-driven powerhouse that transforms organizations through advanced technology and innovative IT solutions.

Job description

Summary

APV is a mission-driven technology company delivering AI/ML, data architecture, low-code/no-code, Agile DevSecOps, and cloud solutions for federal and state agencies. The 508 Compliance and Quality Assurance Specialist will evaluate training products and online learning materials for accessibility, quality, completeness, and compliance with Section 508 and WCAG requirements. The role will document findings, verify corrections, maintain quality records, and support accessible deliverables ready for Government acceptance.

Responsibilities

  • Plan and conduct Section 508 and quality-assurance reviews for instructor guides, student guides and manuals, presentations, job aids, handouts, practice exercises, assessments, evaluation instruments, reports, plans, eLearning, and other electronic deliverables
  • Test all final electronic course materials and online modules for conformance with Section 508 of the Rehabilitation Act, 36 CFR Part 1194, applicable WCAG Level A and AA criteria, and client-provided accessibility standards
  • Evaluate Microsoft Word, PowerPoint, PDF, and digital-learning products using appropriate automated tools and manual inspection, including keyboard-only operation and assistive-technology checks when applicable
  • Review headings, reading order, navigation, links, tables, lists, form controls, alternative text, captions, transcripts, color contrast, non-color-dependent meaning, document properties, language settings, and other accessibility features
  • Prepare and maintain the required Section 508 compliance checklist for each complete course materials package and provide clear evidence that identified defects were corrected before submission
  • Perform independent quality reviews for completeness, internal consistency, formatting, usability, visual identity, file integrity, naming, versioning, links, references, answer keys, and alignment across related course materials
  • Apply approved acceptance criteria and quality checklists at defined review gates; document results, classify findings by severity, assign or track corrective actions, and verify fixes through retesting
  • Maintain defect, review, and corrective-action records that show the affected file or requirement, finding, owner, status, resolution, retest result, and closure evidence
  • Collaborate with course teams to prevent accessibility and quality defects early in design and development by providing practical guidance on accessible templates, content structures, visual treatments, interactions, and production practices
  • Confirm that technical, scientific, and regulatory content has received the required subject matter expert validation and that reviewer comments and Government feedback are fully dispositioned before finalization
  • Verify each course materials package includes all required, current, and approved components and that files are in the required Microsoft Office, PDF, or SCORM format, as applicable, without macros or prohibited features
  • Review eLearning packages for accessibility, functional operation, navigation, media alternatives, interaction behavior, assessment performance, browser or platform presentation, and consistency with approved source materials
  • Support pilot and pre-delivery quality reviews by identifying usability, accessibility, technical, or content-presentation problems and verifying approved corrections before release
  • Track quality trends and recurring defects, perform root-cause analysis when appropriate, and recommend targeted process, template, checklist, or training improvements to the Project Manager and Task Lead
  • Provide objective quality-status information and evidence for Monthly Status Reports, quality performance measures, course evaluations, corrective-action reporting, and final contract records
  • Maintain controlled QA records and test artifacts using approved file names, versions, repositories, and access controls so results are traceable, reproducible, and available for Government review
  • Protect client information and Government-furnished materials by using only approved tools and platforms and complying with project security, privacy, records-management, copyright, and information-handling requirements
  • Manage reviews for multiple concurrent course workstreams, meet accelerated development and submission schedules, and remain sufficiently independent from original production activities to provide credible quality oversight
  • Perform other duties within the scope of the position and contract requirements

Skills

  • At least three years of professional experience performing Section 508 accessibility testing, digital-document remediation, quality assurance, document quality control, or a closely related function
  • Demonstrated knowledge of Section 508, 36 CFR Part 1194, WCAG Level A and AA success criteria, and accessible electronic-document and digital-learning practices
  • Experience testing and remediating Microsoft Word, PowerPoint, and PDF files and documenting results in accessibility reports or compliance checklists
  • Proficiency with common accessibility tools and methods such as Microsoft Accessibility Checker, Adobe Acrobat Pro accessibility tools, color-contrast analyzers, keyboard testing, and screen-reader review
  • Experience conducting structured QA reviews, documenting reproducible findings, managing defects or corrective actions, and verifying corrections through retesting
  • Ability to evaluate complex training products for completeness, consistency, usability, formatting, functional behavior, and adherence to approved requirements and templates
  • Strong analytical, written, verbal, collaboration, organization, and quality-control skills, with exceptional attention to detail and the ability to explain findings constructively
  • Ability to work independently and maintain objective quality oversight while collaborating effectively with multidisciplinary course-development teams and client stakeholders
  • Ability to manage multiple reviews and firm deadlines in a primarily remote federal delivery environment while adapting to changes in course priorities, formats, and schedules
  • Ability to obtain and maintain the security and system access approvals required for a Tier 2 Sensitive Moderate Risk position, including completion of required security, privacy, records-management, and role-based training
  • Authorization to work in the United States without current or future employer sponsorship
  • Bachelor's degree in information technology, quality assurance, instructional technology, education, communications, human-computer interaction, or a closely related field is preferred; equivalent directly relevant professional experience may be considered
  • Experience supporting federal agencies, particularly a public health, training, or regulated program
  • Experience testing instructor-led course materials, eLearning, SCORM packages, multimedia, assessments, or learning-management-system content
  • Experience with screen readers such as JAWS or NVDA and with accessibility testing across common browsers, devices, or enterprise platforms
  • Familiarity with client Visual Identity requirements, federal plain-language practices, instructional design methods, adult learning, or competency-based training
