Summary
The California Department of Managed Health Care regulates health care service plans and protects the health care rights of Californians. The Accounting Officer serves as a travel and accounts payable technical specialist, overseeing vendor payments, employee travel claims and advances, revolving fund transactions, payroll warrant releases, and related accounting activities while ensuring accurate, timely, authorized, supported, and compliant financial transactions.
Responsibilities
- Under the general supervision of the Accounting Administrator I (Supervisor), Fiscal Service Division (FSD), or Accounting Unit Lead, the incumbent serves as a travel and accounts payable technical specialist, overseeing vendor payments, employee travel expense claims and travel advances, revolving fund transactions, payroll warrant releases, and related accounting activities
- The incumbent is responsible to perform the professional accounting duties and average difficulty journeyperson tasks while exercising initiative and sound judgment and ensuring that the financial transactions are accurate, timely, properly authorized, adequately supported and in compliance with the DMHC and California State laws, rules, regulations, policies and procedures

- Experience in Accounts Payable invoice processing

- Knowledge of modern office methods and equipment, including experience with personal computers utilizing Microsoft Word, Excel, PowerPoint, and Teams
- Ability to effectively communicate with staff, management and others
- Provide clear, concise, and effective written documentation and oral presentation
- Dependable, punctual, with an excellent attendance record
- Ability to exercise initiative and flexibility
- Excellent organizational and time management skills

- This position may be eligible for hybrid telework. The telework schedule is permitted at the operational needs of the Department and is subject to change, consistent with the State Telework Policy and the DMHC’s Telework Policy.
