Job description

Summary

Core4ce is a team of innovators, self-starters, and critical thinkers driven by a mission to strengthen national security and advance warfighting outcomes. The company is seeking a Technical Product Manager to lead development of a modeling and decision-support application for the Defense Health Agency, translating complex operational needs into product capabilities and guiding engineering delivery. The role involves user research, product discovery, roadmap and backlog management, Agile planning, and collaboration with technical and domain experts.

Responsibilities

  • Interview users and subject-matter experts to understand their workflows, decisions, constraints, and underlying needs
  • Plan and facilitate product-discovery activities, including interviews, workflow analysis, prototype reviews, and feedback sessions
  • Distinguish underlying user problems from requested features and identify solutions that deliver meaningful operational value
  • Translate high-level concepts and complex discussions into well-defined capabilities, features, and user stories that a development team can execute
  • Document acceptance criteria, business rules, workflows, assumptions, dependencies, and intended user outcomes
  • Build and maintain a product roadmap aligned with program objectives and Agile SAFe Program Increments (PIs)
  • Lead PI preparation by refining priorities, identifying dependencies, and ensuring proposed work is sufficiently understood
  • Collaborate with engineering leadership to develop achievable sprint plans and adapt priorities as new information emerges
  • Maintain and prioritize the product backlog while balancing user value, technical constraints, program commitments, and long-term product health
  • Work closely with engineers during implementation to answer questions, resolve ambiguity, and make timely product decisions
  • Collaborate with technical and domain experts as simulation logic and analytical capabilities are designed and validated
  • Participate in architectural and technical discussions to understand tradeoffs and represent user and mission needs
  • Review completed work, coordinate user demonstrations, gather feedback, and incorporate findings into future product decisions
  • Communicate product direction, priorities, progress, risks, and tradeoffs clearly to both technical and nontechnical audiences
  • Help the team continuously improve its discovery, planning, and delivery practices
  • This position is designed to be flexible, with responsibilities evolving to meet business needs and enable individual growth

Skills

  • Approximately 3–5 years of experience in technical product management, product ownership, user research, business analysis, software delivery, or a comparable role
  • Ability to obtain and maintain a Secret clearance
  • Demonstrated experience interviewing users and translating findings into actionable product requirements
  • Experience creating clear user stories, acceptance criteria, workflows, or comparable development-ready documentation
  • Experience managing a product backlog and planning work across multiple delivery increments
  • Sufficient technical fluency to work effectively with software engineers and understand system behavior, data flows, dependencies, and engineering tradeoffs
  • Strong analytical and systems-thinking skills, including the ability to make sense of complex or ambiguous problem spaces
  • Excellent written and verbal communication skills
  • Ability to work independently, make well-reasoned product decisions, and take ownership of outcomes
  • Experience developing software products for government, healthcare, defense, logistics, operations, or other complex domains
  • Experience with human-centered design, user experience research, human factors, cognitive science, instructional design, or a related discipline
  • Experience working with simulation, modeling, decision-support, data-intensive, or analytical software
  • Experience collaborating with researchers, data scientists, modelers, or other highly specialized subject-matter experts
  • Familiarity with software architecture, APIs, relational databases, data pipelines, cloud platforms, or modern application-development practices
  • Experience working in Agile SAFe environments and planning Program Increments
  • Experience using prototypes, diagrams, or lightweight visual artifacts to clarify requirements and evaluate potential solutions
  • Experience facilitating workshops and discussions involving users, engineers, leadership, and domain experts
  • Experience defining product outcomes and evaluating whether delivered capabilities address the original user need
  • A degree or advanced study in computer science, human-computer interaction, human factors, systems engineering, operations research, healthcare informatics, or a related technical or research-oriented field
