Business Analyst

Summary

PhoenixTeam is seeking a Business Analyst to support a Department of Veterans Affairs loan guaranty program focused on technology modernization and legacy system decommissioning. The role translates business needs into requirements, conducts current-state and capability analyses, develops user stories, analyzes data flows and business rules, maintains documentation, and contributes to product design and solution development.

Responsibilities

• Develop an understanding of the program's current and future technology needs and the benefits to stakeholders and Veterans
• Perform current-state analysis, stakeholder interviews, and capability assessments to support technology modernization and legacy system decommissioning planning
• Develop user stories and break down requirements into deliverable functionality
• Analyze application and business domain data requirements and business rules, understanding the data flow from source to screen across capability areas
• Document business capabilities, future-state processes, gaps, and dependencies to support modernization and decommissioning recommendations
• Maintain other documentation related to development of new features and to legacy system modernization and retirement efforts
• Contribute to the design, specifications, and development of products and solutions to meet client needs
• Create high quality client deliverables with regular supervision from team lead
• Prepare and review solution options with team lead to solve tough challenges
• Be a good teammate to the client and the delivery team, encouraging and enabling teammates to be their best selves
• Maintain positive relationships with the client

Skills

• Bachelor's degree and 5 years of relevant experience
• An additional 2 years of experience with an Associate's Degree
• An additional 4 years of experience with a high school diploma
• Excellent verbal and written communications skills
• Strong attention to detail with proven analytical and problem-solving skills
• Can easily shift focus between high priority tasks as required
• Demonstrates leadership in the face of ambiguity, rather than waiting for direction from above
• Navigates through challenges to consistently get things over the finish line
• Proficiency with Microsoft Suite (Word, Excel, PowerPoint, Outlook)
• Experience supporting the WebLGY application for the Department of Veterans Affairs
• Existing Public Trust clearance at the Department of Veterans Affairs or other federal agency
• In depth knowledge of the mortgage industry
• Experience implementing Salesforce and/or AWS solutions for the federal government or Department of Veterans Affairs specifically
• Experience using JIRA and Confluence
• Experience supporting technology modernization or legacy system decommissioning assessments
• Familiarity with AI-assisted tools for requirements analysis, documentation, and process mapping
