Summary
The Washington State Health Care Authority provides health care programs and technology services supporting public employees, school staff, retirees, and residents. The IT Business Analyst – Journey analyzes and documents business and technical requirements for PEBB and SEBB systems, data, and processes, while supporting modernization, compliance, Agile development, and change management.
Responsibilities
- Facilitate requirement gathering sessions to elicit, analyze and document business, organizational and/or operational requirements from business users and stakeholders
- Document business requirements, business rules and logic, and design specifications
- Solicit business owner’s prioritization of requirements for systems, data or business process developments
- Construct diagrams and write specifications to translate business needs to technical requirements
- Develop use cases or user stories and assist in prioritizing requirements
- Identify and support process improvements in business requirement mapping to development work items/sprints and the agile development methodology
- Assist with development of standards for project and requirements documentation, Project Management Lifecycle (PMLC) frameworks
- Develops ahead of any deployment and implementation points, “As-Is” to “To-Be” gap analyses and corresponding and proactive change management plans for successful deployment and transition planning

- Demonstrated ability to ensure stakeholders' actual underlying IT needs are understood and captured
- Demonstrated ability to understand and apply the IT usability software development life cycle (SDLC), particularly user-centered analysis and usability testing techniques
- Demonstrated ability to assess proposed IT solutions to determine the best solution to meet business needs
- Demonstrated ability to identify gaps and shortcomings, in IT solutions and determine necessary workarounds or changes to the solution
- Demonstrated ability to work with stakeholders to identify and understand their IT needs, concerns, and working environment
- Demonstrated ability to apply and enhance knowledge and skill to both usual and unusual, issues

- Ability to quickly learn new technologies

- A bachelor's degree in computer science or information technology area AND three (3) years of progressive (continuing to grow professionally) professional IT Experience as a Business/Technical Analyst within an IT group performing consultative, administrative, or project management services, including analyzing and designing of business processes
- Seven (7) years of progressive (continuing to grow professionally) professional IT Experience as a Business/Technical Analyst within an IT group performing consultative, administrative, or project management services, including analyzing and designing of business processes
- Three (3) years as an Entry Level IT Business Analyst Professional in State Government performing the experience listed above
- Experience working with Microsoft Visio or similar Business Modeling Tool
- Familiarity with, and demonstrated understanding of, the enterprise's business, information/data and technology architectures
