Job description

Summary

Rothe Development Inc. is seeking a Project Manager II to support NASA’s Office of the Chief Human Capital Officer in implementing the Office of Personnel Management Federal HR 2.0 initiative. The role manages meetings and working groups, coordinates data-call responses and stakeholder communications, tracks milestones and risks, prepares leadership materials, and maintains project documentation and repositories.

Responsibilities

  • Schedule and manage HR 2.0 meetings, distribute materials, and prepare concise minutes and action items
  • Support OPM Core HCM working groups by identifying NASA participants, organizing internal meetings, maintaining rosters, and coordinating cross-functional information sharing
  • Track all OPM data calls, coordinate SME responses, conduct quality reviews, deliver drafts to leadership, and maintain a complete submission repository
  • Serve as NASA’s primary coordination point with OPM, develop briefing materials and updates, coordinate messaging with communications teams, and escalate urgent issues
  • Maintain an HR 2.0 project tracker, provide regular status reports, monitor milestones and risks, and ensure alignment with OPM timelines
  • Manage centralized document repositories, organize OPM materials with version control, secure NASA-generated content, and maintain knowledge-transfer resources
  • Prepare leadership briefings, support pre-meeting planning, and execute post-meeting follow-up activities
  • Demonstrate strong organization, communication, and technical skills; HR/HCM background preferred; advanced proficiency in Microsoft Office, Teams, SharePoint, and project-tracking tools
  • Participate in weekly government touchpoints, adapt support as program needs evolve, and work independently while maintaining coordination and approval checkpoints

Skills

  • Minimum Education: BA/BS degree
  • Five years' experience working with Federal Agencies
  • Experience working with geographically separated customers
  • Comfortable interfacing with senior leadership, stakeholders, customers, and other contracts
  • Strong organizational skills with the ability to manage multiple simultaneous activities, track detailed information, and meet tight deadlines
  • Excellent written and verbal communication skills, including experience preparing executive-level materials, facilitating meetings, and engaging diverse stakeholders professionally
  • Proficiency with Microsoft Office (especially Outlook, Excel, Word, PowerPoint) and collaboration platforms such as Teams, SharePoint, and project-tracking tools
  • Ability to work independently while maintaining alignment with leadership direction and established approval checkpoints
  • Demonstrated experience coordinating across functional groups and navigating complex organizational environments
  • Attention to detail in documentation, tracking, version control, and reporting
  • HR/HCM background preferred
  • HR or Human Capital Management knowledge
  • Familiarity with federal processes
  • Strong time-management skills
