Continuous Improvement Specialist (Information Technology Service - Civil Service)

Summary

The City of Dallas is a municipal government organization committed to public service, innovation, and community development. The Continuous Improvement Specialist leads performance management, data analysis, visualization, process improvement, training, reporting, and development of performance-related documentation and tools.

Responsibilities

• Manages performance alignment to strategic priorities to ensure data consistency and reliability
• Conducts staff workshops and training on the evaluation of programs and services
• Utilize data analysis tools to identify improvement opportunities in different areas
• Manages and consults on the identification and development of program and service objectives working closely with Department
• Work on the development and documentation of City of Dallas Data and Performance manual and other core documents as needed
• Coordinates the issuance of various survey and evaluation tools, including the Community Survey (residential and business)
• Uses statistical tools to identify, analyze, and interpret patterns and trends in various data sets
• Evaluates and prepares data reports and visualizations to identify trends, patterns, and predictions
• Manages and designs the performance reporting environment, including data sources, security, and metadata
• Ensures that all information required for partnership data programs are updated consistently and on time
• May perform other duties as required
• Regular, reliable, and punctual attendance is an essential function of the job

Skills

• Knowledge, exposure, or expertise in data and performance principles, such as continuous improvement, complex problem solving, cost benefit analysis, project management, statistics, operations research, data mining, regression analysis, forecasting, quality control / statistical process control, process, or value stream mapping
• Must be proficient in Microsoft Office suite programs (Excel, Project, Access, etc.)
• Communication skills that demonstrate the ability to develop consensus among several cross functional teams
• Strong interpersonal skills with the ability to work independently or in teams
• Results driven with the ability to manage projects & initiatives to completion
• Ability to drive project implementation working with diverse internal customers
• Analytical and data driven demonstrated experience in at least some of the following areas: databases, statistics, and research methods
• Advanced knowledge and skills on common software (such as, Office 365 applications, Tableau, Access, Excel)
• Ability to diplomatically interact with city officials
• Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees, and the public
• Bachelor's degree in Public Administration, Business, or Data Analysis and Performance or related field
• Four (4) years of experience in one or more of the following areas: Process Improvement; Project Management; Change Management; Data Analysis Improvement
• High school diploma or GED plus eight (8) years of required experience
• Associate degree in any field plus eight (8) years of the required experience will meet the education and experience requirements
• Bachelor's degree (or higher) in any field other than those stated above plus six (6) years of the required experience will meet the education and experience requirements
• Master's degree (or higher) in Public Administration, Business, or Data Analysis and Performance plus two (2) years of the required experience will meet the education and experience requirements
• Master's degree in Public Administration, Business, or Data Analysis and Performance preferred
• Agile or Scrum Certification
• Project Management Professional (PMP) Certification
