Summary
Douglas County School District is seeking a Bond Accounting & Procurement Specialist to perform accounting functions and support procurement activities for its 2024 Bond. The role maintains bond capital project financial records, supports FF&E and CTE procurement, conducts reconciliations and bond-related research, and coordinates with internal departments, suppliers, and stakeholders.
Responsibilities
- Review financial documents for completeness, accuracy, and conformance with established District policies, procedures, and accounting standards
- Perform other related duties as assigned or requested
- Maintain accurate and organized records of accounting and procurement activity, including capital project accounts, contracts, purchase orders, and delivery schedules
- Support the procurement of Furniture, Fixtures, and Equipment (FF&E) and Career and Technical Education (CTE) goods and services vital to bond-funded initiatives
- Maintain fiscal and fund integrity of financial information by performing monthly reconciliations, variance analyses, and review of assigned funds, and reconcile account balances to owner representatives
- Serve as a liaison to internal departments and suppliers to identify needs and priorities, build positive working relationships, and perform other related duties or special projects as assigned by the Department Manager or Director
- Assist in negotiating terms and conditions with suppliers and provide input on procurement strategies that improve efficiency and cost-effectiveness for the District
- Perform bond-related research to determine the appropriate accounting treatment of transactions, and develop and recommend accounting procedures to management as appropriate
- Maintain the General Ledger for 2024 Bond capital project activities, including reviewing or preparing journal entries and resolving problems associated with incorrect entries
- Provide reports to Budget, Construction, Finance, and Strategic Sourcing, and monitor and report on activity to ensure compliance with bond funding requirements
- Assist in the preparation and execution of RFx processes (RFPs, RFQs, RFQuals, RFIs) and support the evaluation of vendor proposals and supplier selection, ensuring compliance with District policies and legal standards

- Strong project management skills to track timelines and prioritize tasks effectively
- Strong verbal and written communication skills in English and a demonstrated ability to write financial memos and budget publications for the general public
- Understanding of public sector procurement practices, policies, and procedures, including federal, state, and local regulations governing public procurement
- Finance, Business or Accounting
- Experience managing large-scale, time-sensitive projects, preferably in bond-funded or public-sector environments
- Experience with capital project financial accounting preferred
- Experience with school district accounting and finance preferred
- Two (2) to four (4) years of procurement or purchasing experience, preferably with FF&E, CTE, or construction-related categories
- Certifications in procurement (e.g., CPPB, CPPO, CPSM) preferred
- Intermediate Microsoft Excel skills
- Preferred intermediate knowledge of complex formulas
